Presidential Decree No. 3399 declared it the <a href=\"https:\/\/cultura.gov.py\/2025\/02\/paraguay-declara-al-2025-como-ano-nacional-de-la-guarania\/\">A\u00f1o Nacional de la Guarania<\/a>, marking a century since Jos\u00e9 Asunci\u00f3n Flores wrote the first guarania, &#8220;Jeju\u00ed&#8221;.<\/p>\n<p>A year earlier, UNESCO inscribed guarania on its Representative List of Intangible Cultural Heritage at a committee session held in Luque, <a href=\"https:\/\/www.abc.com.py\/espectaculos\/musica\/2024\/12\/03\/la-guarania-patrimonio-cultural-inmaterial-de-la-humanidad-de-la-unesco\/\">as ABC Color reported<\/a>.<\/p>\n<p>Then Spotify Wrapped landed. Exactly one Paraguayan act made the country&#8217;s own top 50 most-streamed artists: Kchiporros, at No. 33. No Paraguayan artist reached the top 30, <a href=\"https:\/\/www.lanacion.com.py\/lnpop\/2025\/12\/04\/spotify-wrapped-2025-solo-un-grupo-nacional-esta-entre-los-mas-escuchados-en-paraguay\/\">per La Naci\u00f3n<\/a>.<\/p>\n<p>That is not a taste problem. It is a plumbing problem.<\/p>\n<h2>Three societies, and none of them collect your streams<\/h2>\n<p>CMO means collective management organisation, the body licensed to charge for music use inside a country and pay rightsholders.<\/p>\n<p>Paraguay has three, all operating under Law No. 1328\/98 on Copyright and Related Rights and supervised by DINAPI, the national intellectual property directorate. <a href=\"https:\/\/www.dinapi.gov.py\/portal\/v3\/noticias\/detalle-noticia?idNoticia=68\">DINAPI names them<\/a> as:<\/p>\n<ul>\n<li>APA (Autores Paraguayos Asociados), for authors and composers<\/li>\n<li>SGP, for phonogram producers<\/li>\n<li>AIE Paraguay, for performers<\/li>\n<\/ul>\n<p>APA marked its 75th year this cycle. It administers 3,914 rightsholders, of whom 1,335 are active members, and its ordinary assembly approved an administrative budget of G. 11.760 millones for fiscal 2026, <a href=\"https:\/\/www.ultimahora.com\/apa-75-anos-resguardando-el-derecho-de-autor-paraguayo\">\u00daltima Hora reported<\/a>.<\/p>\n<p>Payouts run on a cuatrimestral cycle, three times a year. The March to June 2025 distribution was authorised by directive resolutions dated 5 August 2025 and <a href=\"https:\/\/www.apa.org.py\/2025\/08\/21\/distribucion-mar-jun25\/\">posted to members on 21 August<\/a>.<\/p>\n<p>The pattern rhymes regionally. <a href=\"https:\/\/interspacemusic.com\/blog\/ecuador-authors-society-distributed-6-6-million-dollars-own-members-got-878000\/\">Ecuador&#8217;s society distributed 6.6 million dollars and paid its own members 878,000<\/a>, and <a href=\"https:\/\/interspacemusic.com\/blog\/bolivia-two-audits-music-royalty-society-performers-wrong-door\/\">Bolivia&#8217;s regulator opened two audits into its own<\/a>. Paraguay&#8217;s version is quieter because the numbers are smaller.<\/p>\n<h2>What APA&#8217;s digital rules actually cover<\/h2>\n<p>DSP means digital service provider: Spotify, Apple Music, YouTube Music, Deezer.<\/p>\n<p><a href=\"https:\/\/www.apa.org.py\/pago-por-la-musica-en-el-ambito-digital\/\">APA&#8217;s public guidance on digital payment<\/a> is built around online events, not consumption. A licence is owed when a digital event carries brand sponsorship, when it is broadcast from a corporate account or website, or when viewers pay for access.<\/p>\n<p>The same page states that a creator uploading their own works to YouTube, Facebook or Instagram for promotion does not owe a fee.<\/p>\n<p>Read that as a self-releasing artist and the conclusion is blunt. The domestic rail is built for venues, broadcasters and event organisers. Per-stream recording money never enters it, and no amount of APA membership will conjure it.<\/p>\n<h2>Kchiporros went through Buenos Aires<\/h2>\n<p>Paraguay&#8217;s one charting act is signed to PopArt Discos, an Argentine label it has worked with since 2023. That relationship produced the album &#8220;Todo el mundo est\u00e1 kaliente!&#8221; and a Premios Gardel nomination in the tropical and cumbia album category in April 2026, <a href=\"https:\/\/www.abc.com.py\/espectaculos\/musica\/2026\/04\/30\/kchiporros-vuelve-a-inscribir-a-paraguay-entre-los-nominados-a-los-premios-gardel\/\">a rarity for Paraguayan projects<\/a>.<\/p>\n<p>It also produced a Spain run in May 2026, including Razzmatazz in Barcelona, <a href=\"https:\/\/elnacional.com.py\/agenda-cultural\/kchiporros-anuncio-gira-espana-presentar-su-nuevo-album-n99597\">announced by El Nacional<\/a>.<\/p>\n<p>That is the working template and also the diagnosis. The export route exists, but it runs through another country&#8217;s label infrastructure, because Paraguay&#8217;s own does not extend to recordings.<\/p>\n<p>Compare Peru, where <a href=\"https:\/\/interspacemusic.com\/blog\/perus-music-market-hit-a-record-52m-on-cumbia-two-thirds-of-its-royalties-come-from-abroad\/\">two-thirds of royalties arrive from abroad<\/a> on the back of cumbia. Paraguay has the genre and the heritage listing. It has not built the pipe.<\/p>\n<h2>What a guarania release should do this month<\/h2>\n<p>National Guarania Day falls on 27 August, the anchor date for Flores&#8217;s birth. That is a live editorial and playlist pitch window, and it closes fast.<\/p>\n<ul>\n<li>Register the composition with APA, then the performance and master separately with AIE Paraguay and SGP. Three memberships, three money streams, none of them your streaming income.<\/li>\n<li>ISRC means International Standard Recording Code, the per-track identifier that lets a DSP match a play to a payee. Without a clean one, your guarania is unattributed audio.<\/li>\n<li>Deliver to Deezer, Claro M\u00fasica and YouTube Music alongside Spotify and Apple Music. Paraguay&#8217;s chart is regional, so shelve the catalogue regionally.<\/li>\n<li>Put Guaran\u00ed-language titles and alternate spellings in the metadata. Search in Paraguay is bilingual and most delivery templates are not.<\/li>\n<li>Split writer, performer and master shares in writing before release, not after the first statement.<\/li>\n<\/ul>\n<p>DDEX means Digital Data Exchange, the messaging standard DSPs use to ingest releases. Correct territory, language and contributor fields are the difference between a heritage genre travelling and a heritage genre sitting in a national archive.<\/p>\n<p>InterSpace Distribution routes Latin America for exactly this market shape: a small domestic subscriber base, a large regional audience, and a CMO layer that handles performance rights well and recording rights not at all. Guarania got its UNESCO plaque.
