One portal, SUADA, licenses users on behalf of every accredited agency, then passes the money down to the bodies that represent authors, performers and producers. On paper it is the cleanest structure in the Western Balkans.<\/p>\n<p>In practice, a state audit reported by the <a href=\"https:\/\/www.balkanweb.com\/en\/how-copyright-law-is-misused-suada-and-albautor-selective-distribution-and-abuse-of-creators&apos;-funds-vetting-where-artists&apos;-money-goes\/\">Vetting investigative segment on BalkanWeb<\/a> in October 2025 found that Albautor, the authors&#8217; agency that sits at the centre of that window, ran administrative expenses equal to 37 percent of the remuneration it distributed. The legal ceiling is 30 percent.<\/p>\n<h2>What the audit found<\/h2>\n<p>The same reporting lists three other findings worth reading twice if you are an Albanian songwriter:<\/p>\n<ul>\n<li>Money owed to partner agencies for 2022 was not distributed until the first quarter of 2023.<\/li>\n<li>Undistributed sums were not deposited into the Ministry special fund the law requires.<\/li>\n<li>At the close of 2022, Albautor was holding 5.8 million lek and 125,000 euros.<\/li>\n<li>Spending limits were exceeded in both the 2022 and 2023 audit periods.<\/li>\n<\/ul>\n<p>This is not new ground. A 2019 investigation by Elton Qyno for <a href=\"https:\/\/shqiptarja.com\/lajm\/investigimi-e-verteta-mbi-albautor-dhe-2-licensat-qe-mori-nga-ministria-e-kultures\">Shqiptarja.com<\/a> documented that the Ministry of Culture granted Albautor the licence to operate SUADA on 22 June 2018, weeks after the Tirana Court of Appeal ruled on 28 May 2018 that its leadership had been irregularly appointed. That same investigation put the annual pool being administered at roughly one million euros.<\/p>\n<p>One million euros is the entire domestic prize. For scale, the <a href=\"https:\/\/www.culturalpolicies.net\/country_profile\/albania-4-1-6\/\">Compendium of Cultural Policies and Trends<\/a> records 313 copyright inspections between January and October 2021, producing 57 administrative penalties across the whole country.<\/p>\n<h2>The money is charting somewhere else<\/h2>\n<p>Albanian-language music is not a small business. It is just not an Albanian-domiciled one.<\/p>\n<p>Noizy, the country&#8217;s biggest rapper, built his commercial record on German-speaking Europe. &#8220;Toto&#8221; with RAF Camora went gold in Austria, Germany and Switzerland through Warner Music. Zuna&#8217;s &#8220;Nummer 1&#8221; featuring Noizy reached number seven in Germany and went platinum. His album <em>Epoka<\/em> charted at 32 in Switzerland, and &#8220;All Dem Talk&#8221; peaked at 16 there, per his <a href=\"https:\/\/en.wikipedia.org\/wiki\/Noizy\">documented chart history<\/a>.<\/p>\n<p>The Kosovo-Albania pop axis reads the same way. Spotify listener trackers currently put Era Istrefi, Dhurata Dora and DJ Gimi-O in the region of two million monthly listeners each, with audiences concentrated in Switzerland, Germany, Italy and the diaspora rather than in Tirana.<\/p>\n<p>Albania itself has 2.45 million internet users at 88.4 percent penetration, according to <a href=\"https:\/\/datareportal.com\/reports\/digital-2026-albania\">DataReportal&#8217;s Digital 2026 Albania report<\/a>. That is a well-connected country. It is not, on its own, a payout engine.<\/p>\n<h2>The EU clock is now running<\/h2>\n<p>Chapter 7 of Albania&#8217;s accession negotiations, Intellectual Property Law, opened on 14 April 2025 as part of the internal market cluster. All 33 chapters were open by 17 November 2025, and on 14 July 2026 the first three were provisionally closed, including Education and Culture. Chapter 7 was not among them.<\/p>\n<p>A draft copyright law circulated in November 2025 would regulate how collective management agencies operate, create structures for online piracy enforcement, reorganise the Copyright Directorate, and facilitate cross-border licensing of musical works. That last item is the one that matters commercially, because cross-border licensing is exactly what a Swiss or German stream requires.<\/p>\n<h2>What an Albanian or Kosovar artist should do now<\/h2>\n<ul>\n<li>Register works with a society, but treat it as long-tail performance income, not primary revenue.<\/li>\n<li>Track recording royalties territory by territory. If your top five cities are Zurich, Vienna, Munich, Milan and Pristina, your reporting needs to show that.<\/li>\n<li>Keep publishing administration separate from your distribution rail so a domestic backlog cannot stall your master income.<\/li>\n<li>Insist on split visibility. Balkan releases are feature-heavy, and unallocated features are where money disappears.<\/li>\n<\/ul>\n<p>InterSpace Distribution&#8217;s argument in markets like this is narrow and practical. DDEX means Digital Data Exchange, the metadata standard that lets a release carry accurate rights and split data to every store.
