Its Songwriters Earned 7 Million From Global Streaming."},"content":{"rendered":"<p>Ireland is about to become the first country in the world with a permanent basic income for artists, and musicians are eligible. The Basic Income for the Arts scheme will pay 2,000 professional artists 325 euro a week for three years, funded by 18.27 million euro in Budget 2026, with the first payments landing before the end of this year.<\/p>\n<p>That is a real structural change to how a national music scene gets financed. It is also not a royalty system, and the difference matters.<\/p>\n<h2>What the scheme actually commits to<\/h2>\n<p>The <a href=\"https:\/\/www.gov.ie\/en\/department-of-culture-communications-and-sport\/publications\/basic-income-for-the-arts-scheme-2026-2029-guidelines-for-application\/\">Department of Culture, Communications and Sport guidelines<\/a>, published 1 April 2026 and last updated 15 May, set the terms:<\/p>\n<ul>\n<li>2,000 places, 325 euro per week, running 2026 to 2029.<\/li>\n<li>Applications opened 15 April and closed 12 May 2026. Assessment ran over the summer.<\/li>\n<li>Applicants must be based in the Republic of Ireland and prove their practice is primarily Irish-based, for the full duration.<\/li>\n<li>Three approved proofs of professional practice are required, with annual audits to reconfirm eligibility.<\/li>\n<li>Recipients must be tax cleared, registered self-employed, and filing an annual Form 11.<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.rte.ie\/culture\/2026\/0401\/1566316-guidelines-announced-for-new-basic-income-for-the-arts-scheme\/\">RTE<\/a> reported the successor scheme was announced by Minister Patrick O&#8217;Donovan, and that an external cost-benefit analysis of the pilot found every 1 euro invested returned 1.39 euro to society.<\/p>\n<h2>The royalty side of the same economy<\/h2>\n<p>A CMO, or collective management organisation, is the body that licenses and pays out performing rights. Ireland&#8217;s is IMRO, and it just had its best year on record.<\/p>\n<p>IMRO <a href=\"https:\/\/imro.ie\/industry-news\/imro-reports-record-e57-1-million-revenue-in-2025-as-membership-surpasses-30000-following-record-admissions\/\">reported 57.1 million euro in 2025 revenue<\/a>, up 8 percent, with 48.4 million euro distributed to songwriters, composers and publishers. The breakdown is the interesting part:<\/p>\n<ul>\n<li>Public performance: 22.4 million euro, up 8 percent.<\/li>\n<li>Broadcast: 10.9 million euro.<\/li>\n<li>International: 20 million euro, up 15 percent.<\/li>\n<li>Multi-territorial digital, which is where Spotify, Apple Music and YouTube sit: 7 million euro, up 10 percent.<\/li>\n<\/ul>\n<p>So Irish songwriters collected roughly three times more from rooms, radio and premises than from global digital licensing. IMRO CEO Victor Finn told the <a href=\"https:\/\/www.irishexaminer.com\/business\/companies\/arid-41860284.html\">Irish Examiner<\/a> on 10 June that artificial intelligence is now an &#8220;existential threat&#8221; to Irish creators, even in a record year.<\/p>\n<h2>Demand is not the bottleneck<\/h2>\n<p>Consumption data says the audience is already there. <a href=\"https:\/\/www.irishcentral.com\/culture\/entertainment\/irish-music-2025\">IRMA&#8217;s 2025 figures<\/a> logged 13.2 billion audio streams in Ireland, up 6 percent year on year and 60 percent since 2020.<\/p>\n<p>Irish acts took 21.5 percent of the top 100 most-streamed songs, 22 tracks, three times the 2024 count. Kingfishr&#8217;s &#8220;Killeagh&#8221; was the most-streamed track of the year at close to 27 million streams. Amble&#8217;s debut &#8220;Reverie&#8221; was the biggest Irish album at 38,938 album equivalent sales.<\/p>\n<h2>What a three-year runway is actually for<\/h2>\n<p>If you are one of the 2,000, the constraint stops being cash and starts being rights administration. Practical priorities:<\/p>\n<ul>\n<li>Register as a writer with IMRO separately from your recordings. The two revenue lines do not talk to each other automatically.<\/li>\n<li>Get ISWCs on the compositions. ISWC means International Standard Musical Work Code, and it is what matches your song across foreign societies.<\/li>\n<li>Lock publishing splits in writing before release, not after a sync request arrives.<\/li>\n<li>Treat the residency rule literally. Your practice must stay Irish-based. Your revenue should not be.<\/li>\n<li>Watch FX leakage. IMRO expanded a partnership with GC Partners on 15 July 2026 specifically to <a href=\"https:\/\/imro.ie\/featured-article\/imro-announces-expanded-partnership-with-gc-partners-to-reduce-fx-costs-and-boost-royalties-for-music-creators\/\">cut foreign exchange costs<\/a> on cross-border royalties, on top of its 2 percent admin rate on overseas collections.<\/li>\n<\/ul>\n<h2>The distributor read<\/h2>\n<p>A stipend smooths income volatility. It does not register a split, deliver metadata to a Gulf or Nordic DSP, or chase a mismatched ISRC in a territory where nobody knows your name.<\/p>\n<p>The 7 million euro multi-territorial line has the most headroom, and it responds to delivery quality rather than to policy. That is the argument for a distributor that treats DDEX-native delivery and transparent split reporting as the product rather than an upsell.
