Burkina Faso’s copyright office announced a 769,190,450 CFA franc payout on 26 February 2026, and roughly two thirds of it was money it had already calculated years earlier and never managed to hand over.<\/p>\n

The Bureau burkinab\u00e8 du droit d’auteur (BBDA) presented its distribution of reproduction rights collected for 2025 that day. The figures it published<\/a> are unusually complete for the region, and they describe a failure mode that has nothing to do with rights administration.<\/p>\n

What BBDA collected, and what it kept<\/h2>\n

BBDA collected 391,633,160 FCFA in reproduction rights for 2025, up 40.25 percent on the prior year. That pot bundles mechanical reproduction, private copy remuneration, reprographic reproduction and telephone ringback tones.<\/p>\n

After statutory deductions (management fees, the cultural promotion fund and social works), the net distributable amount was 265,766,773 FCFA. The gap is 125,866,387 FCFA, or 32.14 percent of gross.<\/p>\n

The CFA franc is pegged to the euro at 655.957, so the net pot is roughly EUR 405,000 shared across 4,574 creators.<\/p>\n

Director general Dr Hamed dit Patindeba Patric Lega said the largest single share goes to one musician, at more than 8 million FCFA (about EUR 12,200). The smallest share is 4,600 FCFA, near seven euros. The arithmetic mean sits at 58,104 FCFA, about EUR 89.<\/p>\n

The 508 million nobody collected<\/h2>\n

The number that matters is a separate line. BBDA said 508,238,034 FCFA had been apportioned between 2022 and 2025 and never picked up by the beneficiaries, and that the backlog would be released alongside the new distribution from Monday 2 March at 8am.<\/p>\n

That unclaimed sum is 1.9 times a full year’s net distribution.<\/p>\n

The reason is the payment method. BBDA settles by bank transfer, mobile money, cheque at or above 100,000 FCFA, or cash over the counter, at offices in Ouagadougou and Bobo-Dioulasso only. For a songwriter in Fada N’Gourma owed 4,600 FCFA, the trip costs more than the royalty.<\/p>\n

Lega said banked payment becomes effective from the May distribution. That is the fix, and it is a payments-rail fix, not a copyright fix.<\/p>\n

Mali is rebuilding the same plumbing from the top<\/h2>\n

Mali’s Bureau malien du droit d’auteur (BUMDA) held its 49th board session on 6 March 2026 and approved a 2026 budget of 1,009,701,464 FCFA, balanced across revenue and expenditure, up 0.47 percent on the year. The session also reviewed the neighbouring-rights distribution schedules, per Maliexpress<\/a>.<\/p>\n

On 10 April 2026, Mali then adopted Ordinance No. 2026-015\/PT-RM, rewriting its literary and artistic property regime.<\/p>\n

At an information session on 23 April, BUMDA director general Yaya Sinayoko put private copy remuneration at the centre of the expected uplift. RCP means r\u00e9mun\u00e9ration pour copie priv\u00e9e, a levy on devices and blank media. Enforcement, he said, runs through Customs, telecoms regulator AMRTP and broadcast authority HAC.<\/p>\n

Note where those three bodies sit. Customs is an import checkpoint. AMRTP governs the operators that carry ringback tones. HAC licenses broadcasters. None of them touch a streaming payout.<\/p>\n

For scale, BUMDA’s board has previously reported 567 million FCFA collected against a 575 million forecast. And BBDA membership grew 12.77 percent in the year to February 2026, so per-creator shares dilute even as the pot grows.<\/p>\n

What an independent release should take from this<\/h2>\n

Three things are actionable across the CFA franc zone, not just these two markets.<\/p>\n
