In Distribution 15, the Copyright Society of Botswana declared 74 percent of the payout for foreign rightsholders and 26 percent for its own members.<\/p>\n<p>By Distribution 17, that had inverted. Local members took 66 percent.<\/p>\n<p>COSBOTS is Botswana&#8217;s CMO. CMO means Collective Management Organisation: the body that licenses radio, television and venues, then splits the money among songwriters, performers and producers.<\/p>\n<h2>The flip, in four distributions<\/h2>\n<p>From the society&#8217;s <a href=\"https:\/\/cosbots.com\/wp-content\/uploads\/2025\/09\/COSBOTS-Compressed-Annual-Report-E-23-24-2.pdf\">2023\/24 annual report<\/a>, net royalty declarations ran:<\/p>\n<ul>\n<li><strong>Distribution 14<\/strong>: P2,496,600 local, P4,073,400 foreign. Total P6,570,000.<\/li>\n<li><strong>Distribution 15<\/strong>: P1,942,200 local, P5,527,800 foreign. Total P7,470,000.<\/li>\n<li><strong>Distribution 16<\/strong>: P6,038,483 local, P2,563,979 foreign. Total P8,602,462.<\/li>\n<li><strong>Distribution 17<\/strong>: P7,712,031.62 local, P3,972,864.78 foreign. Total P11,684,896.40.<\/li>\n<\/ul>\n<p>The pot grew 78 percent across those four rounds. The local share went from 26 percent to 66 percent.<\/p>\n<h2>What changed was measurement, not rates<\/h2>\n<p>The same report lists what landed in between: a music fingerprinting project with the Department of Broadcasting Services to cut under-reporting on national broadcasters, expanded usage tracking through IMONITOR, and universal member identification. Every COSBOTS member has now been assigned an IPI. IPI means Interested Parties Information, the number that tells foreign societies who you are.<\/p>\n<p>COSBOTS also became Botswana&#8217;s official ISRC Manager. ISRC means International Standard Recording Code, the per-recording identifier platforms and societies match usage against, and our <a href=\"https:\/\/interspacemusic.com\/blog\/what-is-isrc-code\/\">ISRC explainer<\/a> covers why one code per recording is not optional.<\/p>\n<p>None of that is a tariff increase. It is identification. When the logs can name the local track, the local track gets paid.<\/p>\n<h2>The formula that decides the cheque<\/h2>\n<p>COSBOTS publishes its <a href=\"https:\/\/cosbots.com\/wp-content\/uploads\/2021\/11\/Membership-Distribution-Rules.pdf\">Membership and Distribution Rules<\/a>. Rule 29 sets the value point as total annual station distributable revenue divided by total annual station music minutes.<\/p>\n<p>Read that literally. Botswana broadcast royalties are priced per minute of music aired, not per spin. A six-minute record earns twice what a three-minute one does on the same station.<\/p>\n<p>Around it sit deductions worth knowing:<\/p>\n<ul>\n<li><strong>Rule 24<\/strong>: a 5 percent handling charge on royalties arriving from foreign sister societies.<\/li>\n<li><strong>Rule 21<\/strong>: up to 10 percent of collections may go to the social and cultural fund.<\/li>\n<li><strong>Rule 17<\/strong>: unallocated money sits in a Holding Account for a maximum of two years, then goes back into the pool for members who did register.<\/li>\n<li><strong>Rule 19.3<\/strong>: works worth over BWP 300 always go on the international enquiry list. Below that, they may not.<\/li>\n<li><strong>Rule 16.2<\/strong>: authors&#8217; shares cannot total under 50 percent of a musical work. Rule 16.7 splits recording income 50\/50 between performers and producers.<\/li>\n<li><strong>Rule 25<\/strong>: group members must also register individually, with each member&#8217;s percentage stated.<\/li>\n<li><strong>Rule 28<\/strong>: royalties pay to a bank account or to a mobile money wallet.<\/li>\n<\/ul>\n<h2>What COSBOTS does not replace<\/h2>\n<p>Membership grew from 2,086 in 2019\/20 to 3,291 in 2023\/24, a 58 percent rise. Licensing income for 2023\/24 was P20,180,354, of which P14,540,081 was distributable and P9,572,621.39 reached local members.<\/p>\n<p>Set that against the state money now moving. The 2026\/27 budget carries <a href=\"https:\/\/www.ngamitimes.co.bw\/creative-sector-gains-p266-million-from-national-budget\/\">P266 million<\/a> for creative industries, on top of a <a href=\"https:\/\/dailynews.gov.bw\/news-detail\/89024\">P200 million pledge<\/a> from the Alcohol Levy Fund announced in November 2025. Grant capital is roughly twenty times the annual royalty pool. Grants are one-off. Rights income repeats, and only if the identifiers are in place.<\/p>\n<p>The practical split for a Gaborone artist: COSBOTS covers airplay, public performance and reprography inside Botswana and through reciprocal agreements abroad. Recording income from Spotify, Boomplay, Audiomack and Apple Music reaches you through your distributor, on your ISRCs, whether or not you hold a COSBOTS card. Namibia runs the same two-pipe structure, where <a href=\"https:\/\/interspacemusic.com\/blog\/namibia-nascam-62-percent-administration-streaming-income\/\">streaming money never passes through the society at all<\/a>.<\/p>\n<h2>What to do with this<\/h2>\n<ul>\n<li>Register works with COSBOTS and record your IPI. Check the ISRCs you registered match what your distributor delivered.<\/li>\n<li>If you record as a group, file individual memberships with written percentages, per Rule 25.<\/li>\n<li>Reconcile DSP earnings separately in your distributor&#8217;s royalty dashboard. InterSpace Distribution reports splits at track level, which is what makes the two records comparable.<\/li>\n<li>Assume nothing below the BWP 300 enquiry threshold chases itself across a border.<\/li>\n<\/ul>\n<p>Neighbours are on the same file.
