None of Them by Mobile Money."},"content":{"rendered":"<p>Togo&#8217;s copyright office, BUTODRA, began paying its 52nd royalty distribution to 722 authors on 3 August 2026, and every franc went by bank transfer to a La Poste postal account, not to a mobile money wallet. That choice, made four years ago, now shapes who gets paid on time.<\/p>\n<p>BUTODRA means Bureau Togolais du Droit d&#8217;Auteur, the state-supervised society that licenses broadcasters, bars, hotels and concerts in Togo.<\/p>\n<h2>Two cycles a year, published as name lists<\/h2>\n<p>BUTODRA pays by semester. Its own notices show the pattern:<\/p>\n<ul>\n<li><a href=\"https:\/\/butodra.tg\/2025\/07\/11\/50e-repartition-du-droit-dauteur\/\">50th distribution<\/a> (first half of 2025): payment from 11 July 2025, 636 names on the list.<\/li>\n<li><a href=\"https:\/\/butodra.tg\/2025\/12\/24\/butodra-51eme-repartition-du-droit-dauteur\/\">51st distribution<\/a> (second half of 2025): payment from 26 December 2025, 660 names.<\/li>\n<li><a href=\"https:\/\/butodra.tg\/2026\/08\/01\/52eme-repartition-du-droit-dauteur-et-des-droits-voisins\/\">52nd distribution<\/a> (first half of 2026): payment from 3 August 2026, 722 names.<\/li>\n<\/ul>\n<p>That is 13.5 percent more payees in a year. The lists carry names only, no amounts, so no member can benchmark their cheque.<\/p>\n<h2>The mobile money tier that disappeared<\/h2>\n<p>In 2021 the rule was split by size. For the <a href=\"https:\/\/butodra.tg\/2021\/08\/30\/repartition-de-juillet-2021\/\">41st distribution<\/a>, amounts up to 30,000 FCFA (about 46 euros at the fixed CFA peg) went out by Flooz or T-Money, and larger sums went to a CCP account at the post office. The <a href=\"https:\/\/butodra.tg\/2022\/01\/04\/42eme-repartition-du-droit-dauteurs-decembre-2021\/\">42nd<\/a> did the same.<\/p>\n<p>From the <a href=\"https:\/\/butodra.tg\/2022\/07\/30\/43eme-repartition-des-droits-dauteurs-juillet-2022\/\">43rd distribution in July 2022<\/a>, every payment moved to CCP transfer. Writers without an account must bring an ID copy to BUTODRA to have one opened. Cash is refused.<\/p>\n<p>Togo had 12.55 million e-money accounts at the end of 2024, 6.07 million of them active, according to BCEAO figures reported by <a href=\"https:\/\/www.togofirst.com\/fr\/finance\/1803-18503-togo-le-nombre-de-comptes-de-monnaie-electronique-a-progresse-de-76-87-en-un-an\">Togo First<\/a> in March 2026. The wallet most small earners already use is the one channel BUTODRA no longer pays into.<\/p>\n<h3>Payment &#8220;by waves&#8221;<\/h3>\n<p>After the 51st list went up, <a href=\"https:\/\/icilome.com\/2026\/01\/togo-51%E1%B5%89-repartition-du-butodra-une-attente-qui-interroge\/\">Icilome reported on 9 January 2026<\/a> that listed members were still unpaid weeks later. BUTODRA said transfers go out &#8220;par vagues&#8221;, with no published schedule. Icilome says this has recurred since bank transfer became the main method.<\/p>\n<h2>Where writers fall out of the pool<\/h2>\n<h3>Gate one: the work has to be declared<\/h3>\n<p>BUTODRA&#8217;s <a href=\"https:\/\/butodra.tg\/2026\/03\/24\/connaissances-sur-le-service-de-la-documentation-du-butodra\/\">documentation service<\/a> says membership only counts once you declare at least one published work, and each work needs its own declaration. A work that is badly documented or never declared earns its creator nothing, &#8220;even if it plays on a loop&#8221; on radio, TV or digital platforms.<\/p>\n<p>The <a href=\"https:\/\/butodra.tg\/musique-auteur\/\">music filing pack<\/a> is analogue: audio on a USB stick, an ID copy, two photos, a letter to the Director General and signed forms. Foreign nationals also need authorisation from their home society.<\/p>\n<h3>Gate two: the regularisation list<\/h3>\n<p>Before paying, BUTODRA posts a list of members whose files are incomplete. The <a href=\"https:\/\/butodra.tg\/2025\/07\/19\/communique-regularisation-de-la-situation-avant-le-paiement-des-droits-de-la-50eme-repartition\/\">July 2025 list<\/a> named 10 authors. The <a href=\"https:\/\/butodra.tg\/2026\/08\/25\/liste-de-regularisation\/\">August 2026 list<\/a> named 19, and four of the original 10 were still on it 13 months later.<\/p>\n<h2>The history behind the distrust<\/h2>\n<p>In February 2019, <a href=\"https:\/\/www.27avril.com\/blog\/droits-2\/togo-butodra-la-fronde-ne-faiblit-pas\">27avril.com reported<\/a> that Togo&#8217;s visual artists&#8217; federation was contesting a distribution of 15 million FCFA to nearly 700 artists, which it put at 11.5 percent of receipts. Opacity about amounts is the long-running complaint.<\/p>\n<h2>What to do with this<\/h2>\n<ul>\n<li><strong>Open the CCP account before the list drops.<\/strong> Notices land in July or August and in December. Without an account, BUTODRA has nowhere to send the money.<\/li>\n<li><strong>Declare every track, one form each.<\/strong> Shares are split pro rata from broadcaster and promoter <a href=\"https:\/\/butodra.tg\/2025\/12\/20\/les-releves-de-programmes\/\">programme returns<\/a>, so undeclared plays pay nobody.<\/li>\n<li><strong>Check the regularisation list every cycle.<\/strong> It is a one-page PDF, and being on it holds your payment.<\/li>\n<li><strong>Keep streaming separate.<\/strong> BUTODRA covers broadcast and public performance.
