China\u2019s collecting society deducted between 13.8 and 19.7 percent per songwriter payment run in 2025<\/a>. An independent catalogue budget should account for that deduction before treating the royalty total as money available for its next commitment.<\/p>\n

The deduction changes the spending base<\/h2>\n

A royalty deduction creates a gap between the amount entering a collection calculation and the amount paid onward. For a songwriter budgeting catalogue income, that gap matters at the point of spending: a recording, marketing or administration commitment needs cash that remains after collection deductions.<\/p>\n

The range of deductions across China\u2019s payment runs<\/a> makes a single fixed assumption a weak basis for that decision. A budget built around the lower deduction leaves more income available to spend. If a later payment carries the higher deduction, the same gross royalty amount leaves less cash for the commitment. The catalogue has not needed to earn less for the spending budget to shrink.<\/p>\n

This is a budgeting distinction with a practical consequence. Keep the gross royalty expectation and the expected receipt as separate entries. The gross amount helps track the income being collected; the expected receipt determines how much of that income can support a cash commitment. Combining them hides the cost between earning and payment.<\/p>\n

For income subject to China\u2019s collection deduction, use 19.7 percent, the upper end of the 2025 range<\/a>, as a planning stress test. Ask whether the intended expenditure still fits after that deduction. This tests affordability without assuming that every payment will carry the highest rate.<\/p>\n

Payment frequency adds a second constraint<\/h2>\n

China\u2019s collecting society wired songwriter payouts four times in 2025<\/a>. That payment frequency adds a timing question to the deduction question. A catalogue can generate income that supports an annual budget while the recipient still needs to arrange expenditure around when the money arrives.<\/p>\n

A removed tax is a specific saving<\/h2>\n

Ghana offers a different change to the amount retained from a payout: mobile money royalty payments lost their 1 percent E-Levy in April 2025<\/a>. Removing that levy eliminates a particular deduction from those payments. It gives a recipient a clear reason to revise the relevant cost line.<\/p>\n

The budgeting lesson is to update the component that changed. Removing a payout levy does not require an assumption about catalogue growth. Keep the royalty income forecast separate from the saving created by the tax change, so the budget shows why the recipient expects to retain more.<\/p>\n

Ghana\u2019s cash planning also needs to reflect the currency in which the payment becomes available. Bank of Ghana rules convert every inward remittance into cedis on the day it lands<\/a>. For spending funded by that receipt, use the credited cedi amount when confirming affordability. The conversion makes the local cash receipt the relevant amount for that decision.<\/p>\n

China\u2019s collection deduction and Ghana\u2019s removed levy belong on distinct budget lines because they describe different mechanisms. One reduces the amount distributed by a collecting society; the other was a tax on a payment. Keeping those mechanisms visible lets the recipient revise a forecast for the right reason.<\/p>\n

Make the next commitment conditional on net cash<\/h2>\n
