Four Fifths of It Was Money the Society Was Already Holding."},"content":{"rendered":"<p>C\u00f4te d&#8217;Ivoire&#8217;s collecting society put 795,442,993 FCFA into its 15 September 2026 royalty distribution, and 649,719,815 of that was money it had already collected and could not pay out until the paperwork caught up.<\/p>\n<p>BURIDA, the Bureau Ivoirien du Droit d&#8217;Auteur, is the country&#8217;s CMO. CMO means collective management organisation: the body that licenses music to broadcasters, bars, hotels and promoters, then splits the fees among registered rightsholders.<\/p>\n<p>Under <a href=\"https:\/\/www.wipo.int\/wipolex\/en\/legislation\/details\/16840\">Law No. 2016-555 of 26 July 2016<\/a>, BURIDA is the only body authorised in C\u00f4te d&#8217;Ivoire to manage authors&#8217;, performers&#8217; and producers&#8217; rights. One society, three rightsholder classes, which changes how you register.<\/p>\n<h2>Most of the September cheque was unblocked backlog<\/h2>\n<p>Distribution director Dr Ehouman Maxime gave the breakdown on 11 September, <a href=\"https:\/\/www.aip.ci\/cote-divoire-aip-le-burida-enregistre-une-hausse-de-plus-de-441-millions-fcfa-dans-ses-repartitions-en-septembre-2026\/\">reported by Awa Diaby for Agence Ivoirienne de Presse<\/a> and by Salif D. Cheickna for Fraternit\u00e9 Matin, <a href=\"https:\/\/fr.allafrica.com\/stories\/202609110621.html\">carried on allAfrica<\/a>.<\/p>\n<p>Current-period money in the round came to 145,723,178 FCFA, about 222,000 euros: 77,776,476 in authors&#8217; rights and 67,946,702 in neighbouring rights.<\/p>\n<p>The other 649,719,815 FCFA, close to 990,000 euros, was <em>droits en attente<\/em>, rights held in suspense. It was released because those works finally met BURIDA&#8217;s distribution criteria across occasional performances, mechanical reproduction, general rights, radio and television.<\/p>\n<p>The criteria are not a mystery: a declared work, an identified rightsholder, and a payment method the society can use. BURIDA&#8217;s documentation directorate used the same press conference to ask creators to declare works. <a href=\"https:\/\/interspacemusic.com\/blog\/burkina-faso-508-million-cfa-royalties-nobody-collected-mali-ordinance\/\">Burkina Faso holds unclaimed royalties for the same reason<\/a>.<\/p>\n<h2>The lag is set per revenue line, not per quarter<\/h2>\n<p>The September round covered several periods, each with its own delay:<\/p>\n<ul>\n<li>Mechanical reproduction: April to June 2026.<\/li>\n<li>Occasional public performances and events: April to June 2026.<\/li>\n<li>Commercial and religious radio: the whole of calendar 2025.<\/li>\n<li>CRBT from Orange C\u00f4te d&#8217;Ivoire: July 2025, plus November 2025 to May 2026.<\/li>\n<li>CRBT from MTN C\u00f4te d&#8217;Ivoire: October 2025 to February 2026, plus April 2026.<\/li>\n<li>CRBT from Moov Africa C\u00f4te d&#8217;Ivoire: August to November 2025.<\/li>\n<\/ul>\n<p>CRBT means caller ringback tone, the clip a mobile subscriber hears instead of a dial tone. It is still a real line across francophone West Africa, the same way <a href=\"https:\/\/interspacemusic.com\/blog\/senegal-paid-82-million-fcfa-march-most-was-ringback-tones-from-2024\/\">ringback tones dominated Senegal&#8217;s March payout at SODAV<\/a>.<\/p>\n<p>So a radio spin from January 2025 was paid in September 2026, twenty months later. A ringback play from May 2026 was paid within four. Ivorian CMO income is not a quarterly annuity, and no label should budget it as one.<\/p>\n<h2>December is the quarter that pays nearly everyone<\/h2>\n<p>BURIDA distributed 2,525,376,157 FCFA on 15 December 2025, split 1,604,445,140 in authors&#8217; rights and 920,931,017 in neighbouring rights, per Fraternit\u00e9 Matin&#8217;s 12 December report.<\/p>\n<p>That one round was 68 percent of the 3,715,301,041 FCFA the society distributed across the whole of 2025.<\/p>\n<p>The reach gap is as sharp as the money gap. December 2025 paid 9,648 beneficiaries out of 10,520 members, about 92 percent. September 2026 paid 5,435 out of 10,816, barely half. The quarters in between are thin by design, which is <a href=\"https:\/\/interspacemusic.com\/blog\/cote-divoire-copyright-payout-shrank-june-biggest-rapper-second-city-lagos\/\">why the June round read as a decline<\/a> rather than a pattern.<\/p>\n<p>Annual distributions have climbed from 2,008,887,544 FCFA in 2020 to 3,715,301,041 in 2025. The growth is real. So is the concentration.<\/p>\n<h2>Foreign money arrives through reciprocity, not through a distributor<\/h2>\n<p>In 2025 BURIDA received 216,432,724 FCFA from foreign societies and sent 109,912,426 out, a net inflow near 106.5 million.<\/p>\n<p>That is broadcast and public-performance money on Ivorian repertoire played abroad. No distributor statement contains it, because it never passes through one. It reaches a writer or performer only when the work is declared at BURIDA and the rightsholder is reachable.<\/p>\n<h3>Three fixes before the December round<\/h3>\n<p>Declare the back catalogue, not only the new single. The pending pool exists because older works sit undocumented.<\/p>\n<p>Update the payment method on file. BURIDA has named payment details as a blocker round after round, including March 2025.<\/p>\n<p>Register in every class that applies. One society covers author, performer and producer rights in Abidjan, but those are separate filings.<\/p>\n<p>The division of labour is worth being blunt about. A distributor moves recordings and recording revenue across Boomplay, Audiomack, Spotify and Apple Music, with per-track splits visible in a reporting dashboard. Radio, venue and ringback money sits at BURIDA, and only paperwork releases it.<\/p>\n","protected":false},"excerpt":{"rendered":"BURIDA put 795.4 million FCFA into its September 2026 distribution, and 649.7 million of it was pending rights the society had already collected.
