At its second annual Live Policy Summit, the association focused on building relationships with officials and making existing regulations easier to navigate.<\/p>\n<p>Held October 26\u201327 at <strong><a href=\"https:\/\/hifiindy.com\/\">HI-FI Indianapolis<\/a><\/strong> in partnership with the <strong>Indiana Independent Venue Alliance (IIVA)<\/strong>, the summit brought together industry leaders and policymakers. With <strong>36 governorships<\/strong> and thousands of state legislative seats on the ballot in November, NIVA is urging members to connect with incoming administrations before disputes arise.<\/p>\n<p>\u201cIndependent stages cannot afford to wait until a harmful bill is introduced or a local decision threatens their future to make themselves heard,\u201d said NIVA Executive Director <strong>Stephen Parker<\/strong>.<\/p>\n<p><strong>Sound Music Cities<\/strong> presented a Regulatory Communication Index assessing how clearly 25 US cities explain live music permitting requirements. Its findings included:<\/p>\n<ul>\n<li><strong>152 of 153<\/strong> identified improvements would require no change to existing laws.<\/li>\n<li><strong>22 of 25<\/strong> cities publish sound regulations only as legal code.<\/li>\n<li><strong>22<\/strong> cities provide no public guidance on street performance.<\/li>\n<\/ul>\n<p>In a regulatory workshop, Sound Music Cities founder <strong>Don Pitts<\/strong> and Cleveland Independent Venue Association chair <strong>Sean Watterson<\/strong> examined how operators can work with city officials to clarify existing rules.<\/p>\n<p>While NIVA continues its federal advocacy, the summit concentrated on local decisions affecting permitting, zoning, sound restrictions and public investment in cultural infrastructure. The association is developing its 2027 state and local agenda with a focus on giving smaller operators the relationships, knowledge and tools to take part in those
