Vietnam\u2019s copyright collections rose 24% in the first nine months of 2026<\/a>. That is a measure of money entering a system, while the question for a catalogue owner is how much reaches the works it controls. Collection rules, ownership records and claim deadlines determine whether a growing revenue pool becomes a payable royalty.<\/p>\n

Collection starts the payment path<\/h2>\n

C\u00f4te d\u2019Ivoire requires importers to show BURIDA levy receipts at customs<\/a>. The receipt gives the collection process a clear checkpoint: an importer must produce evidence of payment when goods pass through customs. That can help establish whether the levy was collected. The receipt alone cannot tell a songwriter or label how much of that money belongs to a particular work.<\/p>\n

The distinction matters because the two questions use different records. An importer\u2019s receipt concerns the payment entering the scheme. A rightsholder needs a record that connects a work or recording, an ownership claim and an amount available for distribution. CISAC\u2019s 2026 study received no detailed total for the C\u00f4te d\u2019Ivoire scheme<\/a>, so even the aggregate collected amount is unavailable in that account. A label assessing income from the levy should seek the amount attributed to its catalogue and the basis for that attribution before treating the receipt process as a revenue forecast.<\/p>\n

A rising total has a different denominator<\/h2>\n

VCPMC reported the 24% increase in revenue<\/a>, but it did not disclose matching payout or source figures. The increase describes VCPMC\u2019s collections over the period. It does not measure a label\u2019s royalty growth. A catalogue can have a claim on some collections, no claim on others, and payments that arrive on a different timetable from the money collected.<\/p>\n

For an independent label, the practical denominator is its own documented entitlement. Start with the works and recordings it controls, then identify which collecting body handles each relevant claim and what payment record exists for that claim. Put the collection figure in market context; use the catalogue\u2019s payment record when making spending decisions. A 24% rise at the society level cannot, by itself, support a 24% increase in a label\u2019s expected receipts.<\/p>\n

This is also why a growing collection total should trigger an administration check before it triggers a larger budget. The label can compare its ownership records with the claims it has filed and the payments it has received. A gap gives staff a specific item to investigate. The published growth rate supplies no substitute for that reconciliation.<\/p>\n

Identification has a deadline<\/h2>\n

SAMRO\u2019s 2026 rules give claimants three years to claim undocumented royalties<\/a>. South African songwriters and labels must pair International Standard Recording Codes (ISRCs) for commercial recordings with proof of composition ownership<\/a>. Here the payment path depends on a claimant supplying the connection between a recording identifier and the underlying composition right. The code identifies the recording; the ownership proof establishes the composition claim.<\/p>\n

That requirement turns an open royalty query into a time-bound records task. A label holding recording information should be able to find the associated composition documentation and the people responsible for the claim. If those records sit in separate files or with separate partners, assembling them only after an unpaid amount is discovered uses time from the three-year window. The rule gives a concrete operating number: review an undocumented SAMRO share before its claim window closes.<\/p>\n

Build the decision around the claim<\/h2>\n

These systems put pressure on different parts of the same route from collection to payment. C\u00f4te d\u2019Ivoire has a customs receipt requirement<\/a>. Vietnam has a published collections increase without matching payout figures<\/a>. SAMRO has a defined claim window and documentation requirement<\/a>.
