An Australian self-releasing artist can have two PPCA claims on the same recording: one as the featured performer, another as the master owner.<\/strong> A distribution deal alone does not file either claim. That distinction matters whenever a recording is broadcast or played in a licensed business.<\/p>\n

PPCA means Phonographic Performance Company of Australia. It licenses the use of recordings and music videos, while APRA AMCOS handles rights in the underlying song. PPCA’s artist FAQ<\/a> says a songwriter who also performs on a recording may need to register with both organisations to collect the separate income streams.<\/p>\n

The 50\/50 rule applies to a specific pool<\/h2>\n

Under PPCA’s distribution policy, effective April 2025<\/a>, its Artist Direct Distribution Scheme pays 50% of the net amount allocated to an eligible Australian recording to registered featured performers and 50% to the licensor controlling the recording. Net means after applicable deductions; it is not half of a radio station’s gross licence bill.<\/p>\n

Suppose an eligible track is allocated A$100 of net distributable PPCA income. If its two featured performers are both registered and have not supplied a different agreed split, they receive A$25 each; the licensor receives A$50. PPCA’s own policy uses a five-member band example to show the same equal division within the artist half.<\/p>\n

The scheme has boundaries. PPCA requires a featured artist who was an Australian citizen or tax resident when the recording was made, and an eligible protected recording. Session players, non-featured singers and producers do not qualify for the artist-direct half merely because they worked on the master. Recordings containing samples of other recordings are also excluded from this scheme under the current policy.<\/p>\n

Missing registration changes the payment route<\/h2>\n

If a featured artist does not register, PPCA pays that artist’s would-be share to the controlling licensor. It does not hold a separate reserve for a later direct claim. The artist must then look to the recording agreement and the licensor’s accounting for payment, as PPCA’s registration guidance<\/a> explains.<\/p>\n

That is a contract question, not a lost percentage on PPCA’s ledger. For a label with several featured acts, the practical control is to record who has registered, which tracks they registered, and how any unclaimed artist share will be accounted for. For a band, check whether all featured members have registered individually: PPCA does not accept one band registration as a substitute.<\/p>\n

A self-releasing artist must register the master side too<\/h2>\n

PPCA says an artist who owns the sound recording, or has only a distribution deal, should also register as a licensor<\/a>. The licensor signs an Input Agreement authorising PPCA to license specified public performance, broadcast and communication uses. An artist registration by itself cannot give PPCA authority to collect on an unlicensed master.<\/p>\n

Use a two-column rights check before release: identify the individual eligible featured performers for the artist-direct claim, then identify the copyright owner or exclusive licensee for the licensor claim. Record the same master identifiers and ownership chain in the distributor’s catalogue and the PPCA registration. That reduces the chance that an airplay log matches the recording but the payee record is incomplete.<\/p>\n

PPCA says artist registrations must arrive by 31 August<\/strong> to enter that year’s direct-payment round, with annual distributions made in December. Its guidance also says no artist funds are held back for people who miss the deadline. If you discover an older unpaid period, request the track-level statement from the licensor and reconcile it against your recording contract; registering now does not reopen a past direct distribution.<\/p>\n

This is separate from APRA AMCOS live setlist claims<\/a>, which pay the songwriters of performed works. It is closer to the neighbouring-rights problem in Brazil’s recording-rights split<\/a>: delivery to a streaming service is only one part of a master owner’s royalty map.
