Musicstart does not register a song for Sacem royalties.<\/strong> The service creates dated evidence of authorship; Sacem says a separate work declaration is required before it can pay the composition right. For a self-releasing artist, that distinction belongs on the release checklist, alongside master delivery.<\/p>\n

Proof of creation and a royalty claim are different records<\/h2>\n

Musicstart is Sacem\u2019s online proof service. It issues a certificate recording that a work existed at a particular time. Sacem\u2019s own guidance<\/a> says the certificate is free for members and remains valid for life, but explicitly warns that listing a work there does not entitle its creator to royalties.<\/p>\n

The payable record is the work declaration. Sacem tells members<\/a> to register works online or on a paper form as soon as they are created; without that declaration, it says it cannot pay them. Its general regulations<\/a> also say notification is compulsory before a work is performed or mechanically reproduced.<\/p>\n

Think of the two actions as answering different questions. Musicstart helps establish when a composition existed. The declaration tells a collection society which work was used and who can receive the author, composer and any publisher shares. A timestamp cannot supply that allocation by itself.<\/p>\n

The recording code does not close the gap<\/h2>\n

A distributor may deliver a track with an International Standard Recording Code (ISRC), the identifier for its sound recording. That is useful for the master side. The International Federation of the Phonographic Industry\u2019s ISRC guidance<\/a> is explicit: the code does not identify the musical composition. The work may have its own International Standard Musical Work Code (ISWC).<\/p>\n

That means an uploaded master, a Musicstart certificate and a Sacem work declaration are three separate records. A release can have the first two and still lack the third. This is the same basic trap behind our Dutch ISRC and Sena claim guide<\/a>: a delivery identifier is not a substitute for a rights registration.<\/p>\n

For a co-write, settle names and shares before filing. Sacem\u2019s regulations say a declaration produces a distribution right only when ownership and the agreed allocation are justified. If a publisher is involved, check its agreement against the shares entered on the declaration rather than treating a distributor\u2019s master split as the publishing split.<\/p>\n

A three-record check before and after release<\/h2>\n

Before delivery, put the master ISRC, the composition title and each writer\u2019s agreed share in one release sheet. Use Musicstart if dated proof of creation is useful, then file the actual work declaration through Sacem\u2019s member process. Save the declaration confirmation and compare its title and contributors with what the distributor sent to platforms.<\/p>\n

After release, audit the master income and the songwriting income separately. Sacem\u2019s member estimator<\/a> covers major streaming services, radio, television and concerts, but its figures use previous distributions and are not a payment guarantee. Sacem says payment also depends on a declared work, actual use, fees received and usable reporting from the service.<\/p>\n

Timing matters when a statement looks empty. Sacem describes a window of three to twelve months between collection and payment, depending on use, with up to four distributions a year. A missing line immediately after release is therefore a prompt to check registration and matching, not proof that no money was earned. For French catalogue, the practical decision is simple: assign someone to own the composition declaration before the track goes live, then reconcile Sacem\u2019s work-level statement against the distributor\u2019s master report each quarter.
