{"id":7392,"date":"2026-07-13T16:09:30","date_gmt":"2026-07-13T16:09:30","guid":{"rendered":"https:\/\/interspacemusic.com\/blog\/uk-government-launches-turn-it-up-music-plan-with-45m-funding\/"},"modified":"2026-07-14T01:05:05","modified_gmt":"2026-07-14T01:05:05","slug":"uk-government-launches-turn-it-up-music-plan-with-45m-funding","status":"publish","type":"post","link":"https:\/\/interspacemusic.com\/blog\/uk-government-launches-turn-it-up-music-plan-with-45m-funding\/","title":{"rendered":"UK government launches \u2018Turn It Up\u2019 music plan with \u00a345m funding"},"content":{"rendered":"<p>The UK government has launched a new music strategy, \u2018Turn It Up: Our Plan for Music\u2019, as Labour politician <strong>Andy Burnham<\/strong> is expected to be the sole candidate in the party\u2019s leadership election to replace outgoing Prime Minister <strong>Sir Keir Starmer<\/strong>.<\/p>\n<p>The plan, announced on 13 July, bundles funding and policy measures spanning education, live music, exports, <a href=\"https:\/\/interspacemusic.com\/blog\/the-sovereignty-surge-how-artists-are-reclaiming-language-revenue-and-rights-in-2026\/\">freelancer rights<\/a> and a new \u2018Music Champion\u2019 role to strengthen ties between government and the industry.<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\"><iframe loading=\"lazy\" title=\"UK government launches \u2018Turn It Up\u2019 music plan with \u00a345m funding\" width=\"1200\" height=\"675\" src=\"https:\/\/www.youtube.com\/embed\/Knc98O4efoY\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen style=\"width:100%;max-width:100%;aspect-ratio:16\/9;height:auto;border:0;border-radius:12px\"><\/iframe><\/div>\n<\/figure>\n<h2>Funding and education initiatives<\/h2>\n<ul>\n<li>An extra <strong>\u00a315m<\/strong> for the existing <strong>Music Growth Package<\/strong> from <strong>Arts Council England<\/strong>, taking the total to <strong>\u00a345m<\/strong>. The government says this will support more than <strong>2,000 projects<\/strong> and at least <strong>40,000 artists and music professionals<\/strong> over three years. Funding will now also cover mid-career artists, band managers, labels and publishers.<\/li>\n<li>At least <strong>\u00a312.5m<\/strong> from dormant assets for <strong>\u2018Music in Libraries\u2019<\/strong>, a scheme enabling libraries to apply for funding to create free studio spaces, recording booths, mixing desks and state-of-the-art equipment. <a href=\"https:\/\/www.edsheeran.com\/\"><strong>Ed Sheeran<\/strong><\/a>\u2019s foundation is a partner organisation.<\/li>\n<li>At least <strong>\u00a310m<\/strong> more from dormant assets for a <strong>\u2018Creative Mentoring\u2019<\/strong> scheme, giving thousands of care-experienced children and young people in-depth mentoring from creative practitioners and opportunities to explore music, art, film and drama.<\/li>\n<\/ul>\n<h2>Live music licensing reforms<\/h2>\n<p>The plan expands the number of <strong>Temporary Event Notices<\/strong> that venues can apply for from 15 to 20 per year, and the total event days from 21 to 26. Festivals and other events will be offered longer licences: at least three years for new events and five for existing ones.<\/p>\n<h2>Advocacy and freelancer protections<\/h2>\n<p>A <strong>\u2018Freelance Champion\u2019<\/strong> will be appointed to advocate for creative freelancers within government. The new creative-industries watchdog, the <strong>Creative Industries Independent Standards Authority (Ciisa)<\/strong>, will be added to the list of prescribed people and bodies, ensuring freelancers can whistleblow without fear of detriment or dismissal.<\/p>\n<p>Former <a href=\"https:\/\/interspacemusic.com\/blog\/uk-music-tourism-drew-24-7m-visitors-11-2bn-spend-last-year\/\"><strong>UK Music<\/strong><\/a> chief executive <strong>Michael Dugher<\/strong> has been named the <strong>Music Champion<\/strong>, a one-year unpaid role starting 13 July. Dugher, an MP from 2010 to 2017, later led the <strong>Betting and Gaming Council<\/strong>. The role is designed to strengthen engagement between government and the music industry.<\/p>\n<p>The plan also includes a <strong>50% boost<\/strong> to the UK music trade-mission programme, doubling funding for the <strong>British Music Embassy<\/strong> stage at <a href=\"https:\/\/www.sxsw.com\/\"><strong>SXSW<\/strong><\/a>.<\/p>\n<h2>Minister\u2019s comments<\/h2>\n<p>In an interview ahead of the launch, creative industries minister <strong>Ian Murray MP<\/strong> described the plan as a \u201ccheckpoint\u201d rather than a starting point.<\/p>\n<blockquote><p>\u201cThis music plan is not a starting point: it\u2019s a checkpoint on the way to a much more vibrant sector\u2026 What we want to do is support the music industry so that we have greater exports and that pipeline of talent coming through for the future. Who are the Beatles, the Sam Fenders and the Harry Styles of tomorrow?\u201d<\/p><\/blockquote>\n<p>On the libraries funding and music education, Murray said:<\/p>\n<blockquote><p>\u201cWe\u2019ve got to be able to nurture the talent of the future\u2026 the libraries funding is so important because it allows people to use those community assets to be able to have that ability to springboard into other [musical] things. I\u2019ve got a five year-old daughter, and she wants to pick up a guitar. She\u2019s got a small ukulele. She wants to try the recorder. But she can only do that because I\u2019ve given her access to it. We want that opportunity to be there for every single child, right across the country.\u201d<\/p><\/blockquote>\n<p>He stressed the music industry\u2019s integral role in education:<\/p>\n<blockquote><p>\u201cIt\u2019s integral. If you look at the curriculum, and trying to get music and other other subjects back into the national curriculum, it can\u2019t be just be delivered by schools and teachers on their own. It\u2019s got to be delivered by industry and partnership. If you look at the National Centre for Arts and Music, which is part of the education-skills part of the plan and launches in September, those music hubs and specialist schools will work very closely with the industry, like we\u2019ve already seen the Brit School work hand-in-hand with the industry.\u201d<\/p><\/blockquote>\n<p>Murray added that the plan is not solely about finding future stars:<\/p>\n<blockquote><p>\u201cWe talk about stars of the future a lot, but it\u2019s also just about opening the eyes of young people to enjoy music\u2026 And just being part of that musical journey, whether they\u2019re going to be the next big thing or whether they\u2019re just going to enjoy playing an instrument, or singing, or being part of that musical
