The Mechanical Licensing Collective closed its fourth year with a number worth reading twice. Then a number nobody wants to be caught inside.<\/p>\n

MLC means the Mechanical Licensing Collective, the US body created by the 2018 Music Modernization Act to collect and pay mechanical royalties on streams and downloads.<\/p>\n

On October 1, 2025, it announced it had distributed more than $3 billion since launching operations in 2021, according to Music Business Worldwide<\/a>. It has processed $3.9 billion in total, paid $3.3 billion in blanket royalties directly to rights holders, and registered more than 50 million works from 68,000-plus members.<\/p>\n

That is the headline. Here is the part that decides whether your streams reach you.<\/p>\n

What the black box actually is<\/h2>\n

DSP means digital service provider, the streaming platforms like Spotify and Apple Music that pay into the MLC.<\/p>\n

When a stream generates a mechanical royalty but the songwriter or publisher behind it cannot be identified, the money does not disappear. It sits. The industry calls this pool the black box.<\/p>\n

The MLC inherited a historical black box of roughly $424 million in unmatched royalties from before its 2021 launch, later revised to about $397 million after rate adjustments, per Billboard<\/a>. It has now matched and paid out $225 million of that, about 57 percent.<\/p>\n

The rest is still waiting for someone to claim it. And new unmatched royalties accrue every single month.<\/p>\n

Why market share is the trap<\/h2>\n

Here is the mechanic that should focus every independent artist and label.<\/p>\n

Under the Music Modernization Act, mechanical royalties that stay unmatched long enough can be distributed to existing rights holders on a market-share basis. Not to the people who earned them. To whoever already holds the biggest catalog.<\/p>\n

That means the largest publishers stand to collect a share of money generated by songs they do not own, simply because they command the largest slice of the market. Independent creator groups have flagged exactly this risk to Congress, as Music Creators North America<\/a> documented, and the US Copyright Office addressed it in its unclaimed royalties report<\/a>.<\/p>\n

MLC CEO Kris Ahrend has said the collective has no near-term plans for a market-share sweep and wants to match as much as possible first. The match rate is now near 92 percent. But the structural default remains: unclaimed money eventually flows up, not out.<\/p>\n

Data drives dollars<\/h2>\n

Ahrend’s own phrase is the whole lesson. Data drives dollars.<\/p>\n

A stream gets matched to a songwriter when the metadata is complete and correct. When it is not, the royalty falls into the box. The gap is almost never fraud. It is missing fields.<\/p>\n
