Malaysia’s Songwriter Society Now Takes One Song With 1,000 Streams. Three Separate Bodies Still Hold the Money.

Malaysia’s MACP now admits songwriters with one song and 1,000 streams, down from five works. But publishing is only one of three royalty queues: PPM licenses recordings, RPM covers performers, and the bulk of Malaysia’s RM428.3 million market still arrives through a distributor.

Malaysia’s songwriter collecting society now admits members on the strength of a single song with 1,000 streams, a bar low enough that most self-releasing artists in Kuala Lumpur, Kota Kinabalu and Kuching already clear it.

MACP means Music Authors’ Copyright Protection Berhad, the body that licenses composers, lyricists and publishers in Malaysia. CMO means collective management organisation, the entity that collects performance and mechanical royalties on a rightsholder’s behalf.

What MACP actually changed

The society’s published writer criteria now ask for a Malaysian citizen with one original song of at least two minutes, plus any one of four qualifying uses:

  • Commercially performed at least three times in the last twelve months at any premise, venue or event.
  • Recorded as part of a commercially released movie or film.
  • Broadcast on any TV, cable or radio station at least three times in the last twelve months.
  • Commercially released on one digital streaming or video platform with a minimum of 1,000 streams or views.

Membership is free. You also need a bank account at a local physical bank, the quiet gating factor for Malaysian writers based abroad.

Daily Express in Sabah reported that the previous bar was five musical works. Dropping to one matters for a writer with one single that travelled and nothing behind it.

At the MACP Jelajah Malaysia Timur 2.0 stop in Kota Kinabalu on 27 June, chief executive Mary Yap said MACP “wants to ensure that no music creator is left behind in receiving their economic rights,” according to TV Sabah.

Announced alongside it, per Sayang Sabah: a myKarya portal for works registration, two new award categories reserved for Sabah and Sarawak members at Anugerah MACP 2026, and an AI framework stating that only human-created works qualify for recognition, with AI companies required to obtain permission and compensate rightsholders.

Where 1,000 streams do not help you

Joining MACP covers the composition. It does not cover the recording, and in Malaysia the recording sits with two other bodies.

  • MACP: authors, composers, lyricists, publishers. Royalties on the underlying work.
  • PPM (Public Performance Malaysia Berhad): recording companies, one-stop licensing for sound, music video and karaoke recordings.
  • RPM (Recording Performers Malaysia Berhad): performers on recordings, a non-profit incorporated in 2011, representing local members and international members through reciprocal agreements.

All three run under the Copyright Act 1987, with licensing schemes and disputes referable to the Copyright Tribunal. PPM has told licensees its fees will be adjusted in line with the Consumer Price Index from 1 May 2026, which matters if you run a venue as well as a catalogue.

The bigger number is still downstream of your distributor

Malaysia’s recorded music market hit RM428.3 million in 2025, up 17.7 percent from RM352.4 million, with streaming the main contributor, as reported by New Straits Times from Recording Industry Association of Malaysia figures. RIM chairman Rosmin Hashim credited digital use and stronger public-performance collection. Ara Johari’s “Menjaga Jodoh Orang Lain” was the most-streamed domestic song of the year.

Almost none of that money reaches an artist through MACP. It arrives as master royalties from DSPs, meaning digital service providers, through whoever delivers the catalogue. Asia grew 10.9 percent in 2025 on IFPI’s Global Music Report 2026 numbers, and that growth hits the distribution pipe first.

What a Malaysian writer should do this month

  • Join MACP if one release has passed 1,000 streams. It is free, and it only covers publishing.
  • Register with RPM separately if you performed on the recording.
  • Lock writer splits in writing before release, not after the first statement lands.
  • Check every release carries a correct ISRC and that works are registered under matching titles, or the two sides never reconcile.
  • Read the AI clause before licensing anything into a training set.

The pattern repeats across Southeast Asia. Societies are opening up, but recording revenue still depends on clean metadata and a distributor that reports at track level. That part an artist controls.
