Spotify, Apple, Amazon, Pandora and Google have filed opening mechanical royalty proposals for 2028 through 2032, beginning Phonorecords V, which will determine rates for songwriters and publishers.
The submissions set out the services’ initial positions before the Copyright Royalty Board (CRB). Representatives of publishers and songwriters are expected to submit counterproposals as the proceedings advance.
Earlier rounds have involved disputes between streaming services, music publishers and songwriter groups over the calculation and distribution of royalty pools.
Previous proceedings have lasted years and included appeals by both sides.
