IMPALA Details Streaming Reform, Financial Plans at IndieWeek 2026

IMPALA outlined a forthcoming streaming reform plan, a financial needs assessment for labels, and other initiatives during A2IM’s IndieWeek 2026 in New York.

IMPALA, the European trade association representing over 6,000 independent music companies, has detailed a series of policy and business initiatives at A2IM’s IndieWeek 2026 in New York, including a forthcoming streaming reform plan and a financial needs assessment for labels.

The organization’s delegation includes chair Dario Draštata, executive director of Dallas Records Croatia and Serbia and president of RUNDA Adria; board members Gee Davy of AIM (UK) and Mark Kitcatt of Popstock/Everlasting and Spanish association UFI, who also serves as the new chair of the worldwide independent network WIN; and Dan Waite, CEO of Better Noise Music and chair of IMPALA’s digital committee.

A new report authored by industry expert Dan Fowler, titled “Powering an Independent and Culturally Diverse European Music Ecosystem,” sets out recommendations for a competitive and diverse music ecosystem. Its executive summary is now available in six languages through WIN.

Financial and Market Reform Plans

IMPALA is assessing the financial needs of independent music companies across Europe, with a report on the findings due later this year. The organization is also preparing a new streaming reform plan that will propose specific recommendations for digital services and for labels and distributors. The plan’s objectives include growing the market through diversity, increasing revenue, combating fraud, establishing AI standards, and ensuring fair remuneration. IMPALA supports members that are exploring ethical AI licensing through Merlin’s licensing framework.

Digital Tools and Artist Showcase

IMPALA has released a series of strategic primers for members on maximizing opportunities with key digital services, led by Dan Waite and supported by Merlin, alongside a new series co-funded by the European Union. The annual 100 Artists to Watch programme, now in its fifth year in partnership with YouTube, continues to highlight independent artists from more than 30 European countries. The programme’s YouTube playlist features the selected acts.

Sustainability and Inclusion

IMPALA’s Carbon Calculator, which helps labels measure and reduce their carbon footprint, has expanded its reach with support from Charlie Lexton and Merlin via the Weidenmüller Sustainability Fund, named in honour of Horst Weidenmüller, known for his work in digital, sustainability, and inclusion. A pilot was conducted with A2IM last year. Labels can also access the climate investment facility Murmur and new industry guidelines on reducing vinyl and digital emissions up to the point of delivery to DSPs (digital service providers), developed by the Music Climate Pact’s digital working group, where IMPALA serves as co-chair.

On equity, diversity and inclusion, IMPALA has introduced a self-assessment tool similar to the carbon calculator, offering personalized recommendations and online training. Survey results for the sector will be published. The initiative is part of the organization’s 25th anniversary projects, including the Faces of the Independent Sector interview series. Andrea Lacroix of !K7 stated: “What stands out is the freedom that independent ownership brings, being free to decide what’s important in the interest of the artists who entrust us with their art.”

Policy Advocacy

IMPALA is urging governments to develop a business plan for culture with specific targets and concrete action points, framing culture and diversity as societal, economic, and geopolitical priorities. The organization argues that joined-up policymaking on areas such as AI and digital markets will be more effective if positive aspects are emphasized and progress is tracked through such a plan.
